The vast majority of the time a video has Chinese subtitles, they are hardcoded to the video itself. And that generally goes along with the ads all over the screen for online casinos and other such nonsense. There really is no "file", as it has been burned onto the video itself. About the only options are to use an OCR program to extract them, or like I do and use your phone and an app like Google Translate.

I know that if it's a movie from a casino, there's no way to extract subtitles. There are advertising benefits from the casino here; If MKV could extract Chinese subtitles; For translating Chinese subtitles into English, I think Baidu Translate may be a little better!
