If it is a consistently same off-sync (e.g. every single line is off by the same time) there is a free website that can fix it for you.

You use the "shift" function, upload the file, tell it how much to move forward or back, and you get the file back almost instantly.

Just be aware the site adds .txt at the end of the file name. Just remove it and your file is ready.

It also adds the word shift to the file name, to distinguish from your original, which is not overwritten.
